Recently, all CONUS Naval forces participated in the annual SOLID CURTAIN/CITADEL SHIELD exercise. This two week event placed the importance of Antiterrorism and Force Protection (AT/FP) at the forefront of our priorities. Strengthening our threat posture and fine tuning our response to threats from both domestic and foreign adversaries are paramount. These drills tested our ability to respond to a wide array of scenarios and were designed to simulate a resourceful and innovative enemy. 2. We are trained to assess risk and then either accept or mitigate that which is in our control. Armed watchstanding is a mission set where risk should not be compromised. If you recognize a deficiency with your AT/FP program, share your observations with your team and chain of command. With this in mind, I ask that our armed NOSCs take time to review the following thoughts with their watchstanders. (a) Complacency. We cannot be victims of complacency; every step in the AT/FP safety program is well resourced and effective. Be on the alert for complacency, we cannot let it exist in our daily routine. (b) Vigilance. Our adversaries are always looking for opportunities to exploit weaknesses. Be aware of your surroundings both in the workplace and off duty. Maintain your situational awareness. If something looks suspicious; report it to your leadership and the proper authorities. (c) Attention to detail. As I stated in my previous professionalism message, we must be competent while striving to be the experts in our specialty. This is especially important in Force Protection. This is why a culture of effective watchstanding fundamentals and active risk management shall be our way of life. 3. Standing a vigilant watch is a professional responsibility to your unit and your Shipmate's safety. Your commitment to AT/FP in your daily routine is my charge to each and every one of you.
